  The Adjutant General's Department respectfully requests Controlling Board approval to release capital funds in the amount of $1,037,365.00 which includes $462,685.12 from Fund 7026 ALI C74535 (Renovations & Improvements) and $574,679.88 from Fund 3420 ALI C74537 (Renovations Projects - Federal Share) in FY 2018 to support construction services for the Hamilton Readiness Center HVAC and Masonry Renovation project in Butler County. The request is comprised of $969,500 for construction services with a 7 percent contingency of $67,865.
  The HVAC system at the Hamilton Armory is nearly 20 years old, constantly under repair, fails to meet current energy efficiency standards, and is approaching the end of its life expectancy. The life expectancy of a commercial HVAC system is 20 years. In addition to the HVAC units needing replacement, the facility previously housed an indoor firing range and as a result lead contamination was discovered throughout the system, thus requiring the replacement of ductwork. While the cost of the remainder of the project is equally shared between the state and federal government, the $104,668 comprising the ductwork replacement portion tied to lead contamination and lead abatement is 100 percent federally funded. In addition to the HVAC renovations, the building's masonry system is also in need of renovation in order to maintain the water tight integrity of the building envelope and avoid further decay.

The Adjutant General's Department publicly advertised this project for three consecutive weeks in accordance with ORC 125.07 seeking construction services per the specifications provided by the architect/engineer. The lowest responsible bid of $969,500 was submitted by Progressive Plumbing, was reviewed, and was validated by the architect/engineer.

This is a state and federal cost shared project. The Army National Guard Facilities Program will contribute $574,679.88 in federal funds. The Army National Guard Facilities Program provides federal funding for operation and minor maintenance in support of the code as listed in the Facility Inventory and Support Plan (FISP). The FISP is a living document that is mutually agreed upon by the Department and the Army National Guard.
