  The Attorney General's Office respectfully requests Controlling Board approval to waive competitive selection in the amount of $245,000 from, fund U087, ALI 055402 (TOB SETTLMNT OVRST/ADMN & ENF) to amend the contract to retain expert witness Dr. Svetla Tzenova of Athena Metrics, LLC, Boston, MA in FY 2018 to assist in the State of Ohio's Tobacco Master Settlement Agreement.  
  On November 23, 1998, The State of Ohio entered into a Tobacco Master Settlement Agreement (TMSA) with the leading tobacco product manufacturers. The state is legally required to diligently enforce that agreement. Currently, Ohio is in a contractual dispute with the tobacco company signatories to the TMSA. These proceedings are a result of our efforts to defend this case. Dr. Svetla Tzenova, Athena Metrics, LLC, will be an expert witness at the State Specific Arbitration Hearing for Ohio in March 2018 and preparation for this hearing and her attendance will be necessary to properly present our case.

The Controlling Board previously approved this contract in the amount of $170,000. Additional hours are needed for services to continue through March.
