  The Attorney General's Office (AGO) respectfully requests Controlling Board approval to waive competitive selection in the amount of $115,000.00 in Fund 1060, ALI 055612 (Attorney General Operating), in FY21, to contract with Butler County Sheriff, Hamilton, Ohio, to provide helicopter services for the Bureau of Criminal Investigation's marijuana eradication initiative.  
  The contract amount is entirely supported through a federal grant for marijuana eradication. The contract amount is reimbursed 100% with a federal grant in fund 3R60, ALI 055613 (Attorney General Federal). The federal grant is managed on a monthly reimbursement basis and is the same as FY 20.

The Attorney General's Office includes the Bureau of Criminal Investigation (BCI) which, upon request, provides investigative services to local law enforcement agencies. These services include scientific analysis of crime scenes and evidence, covert law enforcement support, and performing criminal background checks for private and public entities on prospective employees and applicants for weapons permits.

For over twenty years, BCI has partnered with the US Drug Enforcement Administration (DEA) to conduct aerial surveillance missions throughout Ohio in an effort to locate and eradicate marijuana that is cultivated throughout our state by drug traffickers. Historically, this effort has required the Attorney General to enter into personal service contracts with vendors who provide flight hours at mutually agreed upon hourly rates. Typically, this effort accounts for the seizure of thousands of marijuana plants. These types of missions require a specific type of helicopter and pilots with a specific skill set. These missions are very time sensitive and having a pilot and helicopter quickly available during the marijuana growing season is paramount to the success of the operation.

Recent Grant requirements only allow BCI to contract with government agencies for flight hours. Expenditures are first paid out of fund 1060 and then reimbursement request are submitted to the federal government on a monthly basis per grant guidelines

The grant requirements only allow BCI to contract with government agencies for flight hours. Butler County has a well trained and experienced pilot to ensure successful and safe missions. Past work experience with Butler County has been very beneficial to State of Ohio.

Butler County Sheriff's Office shall provide one or more R44/OH 58 Bell Jet Ranger helicopters to assist local law enforcement agencies in the detection of domestically grown marijuana and other law enforcement support services as needed. These types of missions require a specific type of helicopter and pilots with a specific skill set. Contract for helicopter services not to exceed $115,000.00.
