  The Attorney General's Office (AGO) respectfully requests Controlling Board approval to waive competitive selection in the amount of $608,820.63 from fund 1060, ALI 055612 (Attorney General Operating), in FY21, to renew its contract with WatchSystems, LLC., Covington, LA, for annual licensing, maintenance and support for Ohio's Sex Offender, Arson and Violent Offender Registration and Notification system.  
  The Ohio Attorney General's Office maintains a Sex Offender and Arson Registration and Notification system for all 88 Sheriff Offices. Individuals listed on this registry have been convicted of a sexual or arson offense that requires them to meet a number of mandates including annual registration with law enforcement. These databases currently manage approximately 30,000 sex offenders and 1,300 arson offenders statewide.   

In 2012, the Attorney General's Office transitioned to using the WatchSystems OffenderWatch management application. Access to OffenderWatch is provided to the local Sheriff Offices for the management of both sex and arson offenders, and to local law enforcement for investigative purposes. In addition, the sex offender database records are available to authorized Ohio Law Enforcement Gateway (OHLEG) users. The Attorney General's Office also provides a publicly available website for the State of Ohio citizens to search for registered Sex Offenders who may be living nearby. The publicly available records are derived from the records contained in the OffenderWatch database.

OffenderWatch is also the platform on which Ohio's Violent Offender Database (Senate Bill 231 of the 132nd GA, better known as "Sierah's Law") operates. Similarly to the current Sex and Arson Offender databases, this new database is available to Ohio law enforcement via the Ohio Law Enforcement Gateway (OHLEG), a state-of-the-art electronic information network that allows Ohio law enforcement agencies to share criminal justice data efficiently and securely.

Explain why. Scope of services have remained consistent for FY21. The fee increase from FY20 is due to an increase in the OffenderWatch sex and arson offender registration software, hosting, mapping, email, and mailing. The active contact, booking alert, Offenderwatch mobile and express have remained consistent while the Geo-coding fee has decreased.
