  The Attorney General's Office (AGO) respectfully requests Controlling Board approval to waive competitive selection in the amount of $56,860.00 from Fund 3E50, ALI 055638 (Attorney General Pass-Through Grant Funds) and $4,850.00 from Fund 1060, ALI 055612 (Attorney General Operating) in FY21 to contract with ANSI National Accreditation Board LLC, Milwaukee, WI, to perform a complete reaccreditation assessment of the Attorney General's Bureau of Criminal Investigation (BCI) laboratories.  
  Laboratory accreditation is formal recognition that a laboratory is competent to carry out specific tests. An accrediting body establishes a set of requirements which a laboratory must meet in order to be accredited. Accreditation is required every four years by DNA laboratories who participate in the Combined DNA Index System database (CODIS).

The ANSI National Accreditation Board (ANAB) is a non-governmental organization that provides accreditation services and training to public and private sector organizations, serving the global marketplace. ANAB is the largest accreditation body in North America and provides services in more than 75 countries.

2. Explain why the contract is being amended and the effect on the project or program.
Complete reaccreditation assessment of the Attorney General's Bureau of Criminal investigation (BCI) laboratories. Accreditation is required every four years by DNA laboratories who participate in the Combined DNA Index System Database (CODIS). Initial contract amount was $ 15,540. No controlling board approval needed. The initial contract was for an annual accreditation fee which also included off site record review (annual surveillance visit).
3. Specify the deliverables of this contract or describe the scope of service(s) to be performed by this contractor.
Time of performance for the renewed agreement shall begin on July 1, 2020 and expire no later than June 30,2021. Complete reaccreditation assessment. FY 21 4 year reaccreditation in an on site full assessment, which involves team of auditors to travel to each BCI lab and monitor AGO compliance with accreditation standards.
