REQUIRED EXPLANATION OF REQUEST
  The Attorney General's Office (AGO) respectfully requests Controlling Board approval to waive competitive selection in the amount of $160,000.00 from fund 4190, ALI 055623 (Claims Section), in FY21, to renew the contract with Wolters Kluwer, Houston, TX, for 12 months for the TyMetrix 360 Professional Edition Software for Special Counsel matter management and billing.  
  An RFP was issued on 10/1/19 for an e-billing/legal matter management system. This RFP competitive process resulted in the AGO selecting another system. The new system will not be ready for implementation until February 2021 at the earliest, therefore an extension of the current maintenance and support contract with Wolters Kluwer is required.

Tymetrix 360 is a comprehensive electronic invoicing, legal matter and document management system. It allows AG Outside counsel staff to assign matters to appointed special counsel and be able to record and monitor related activity.

TyMetrix 360 provides professional software support services to assist the Attorney General's Office, State of Ohio agencies, colleges, boards, commissions and retirement systems with management in billing involving Special Counsel Representation.

  This is a renewal contract request for an existing software and support product presently used by the Outside Counsel Section of the Attorney General's Office to assist with the electronic billing and by management of Special Counsel retained by the Attorney General's Office to provide legal services to State Clients. This product has been in use for several years pursuant to prior Controlling Board approval and is proprietary to TyMetrix, Inc.
3. Specify the deliverables of this contract or describe the scope of the services to be performed by renewing this contract.
This renewal contract will allow the Attorney General's Office to continue to receive software and support services necessary to maintain the system currently in use at the Attorney General's Office until the new system is fully implemented and working properly.
