REQUIRED EXPLANATION OF REQUEST
  The Attorney General's Office (AGO) respectfully requests Controlling Board approval to waive competitive selection in the amount of $396,000.00 from Fund 1060, ALI 055612 (Attorney General Operating) to renew a contract with Optimum Technology Inc, Columbus, OH, in FY 2021 to provide On Demand Software Support and Maintenance Services to the Ohio Law Enforcement Gateway (OHLEG) applications.  
  The Ohio Law Enforcement Gateway (OHLEG) is a state-of-the-art electronic information network that allows Ohio law enforcement agencies to share criminal justice data efficiently and securely. OHLEG provides law enforcement with dozens of investigative tools and training applications to help solve and prevent crime, including data from a wide range of topics. Ohio is a national leader in providing multiple web-based resources to law enforcement statewide.   

While the Attorney General's Information Technology Services section supports the main gateway page and several of the smaller applications, Optimum Technology is the developer and support for the critical Search Engine and Record Management System within OHLEG. As such, Optimum Technology will provide On Demand Software support and maintenance services for the various modules of the OHLEG applications installed at the Attorney General's Office.

  Optimum Technology is the current maintenance supplier for the Ohio Law Enforcement Gateway (OHLEG) Search Engine. Optimum has developed several of the OHLEG applications. In addition, the contractor is currently upgrading the system through implementation of its SWIFTPROTECT (Records management software), SWIFTCONNECT (Search engine software) and replacement of the existing Ohio Local Law Enforcement Information Sharing Network (OLLEISN) (AGO0100635, approved 12/2/2019).
3. Specify the deliverables of this contract or describe the scope of the services to be performed by renewing this contract.
Optimum Technology will provide on Demand Software Support and maintenance services for the various modules of the OHLEG applications installed at the AG office (ie Search engines, Web Records management system, Smart Records Management system, call records, and citations).
