REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Agriculture (ODA) respectfully requests Controlling Board approval to waive competitive selection in the amount of $17,500.00 in FY 20 from Fund 6520, ALI 700634 (Animal, Consumer, and ATL Labs) to contract with the University of Wisconsin Veterinary Diagnostic Laboratory, Madison, WI, for Chronic Wasting Disease (CWD) testing.  
  This disease is fatal among captive and wild deer herds and poses a significant threat to Ohio's hunting industry and ecological system.

ODA's Division of Animal Health and Animal Disease Diagnostic Laboratory is charged with protecting and promoting the health of Ohio's livestock and poultry, testing and inspection, licensing, controlling animal diseases in Ohio, and providing veterinary diagnostic laboratory services. ODA has a cooperative agreement with the Ohio Department of Natural Resources to test for the prevalence of CWD among Ohio's wild and captive herds. ODA is required to test the sampling of Ohio's deer population for CWD in order to verify the state's status of freedom of CWD infection in the wild deer population. Over the past fiscal year, actual testing surveillance has exceeded estimates by over 100% due to additional testing required by ODNR.

To help ODA expand its capacity and meet the required 14-day turn-around-time, ODA utilized the University of Wisconsin's Veterinary Laboratory to test captive deer samples for CWD infection on an as-needed basis. In fiscal year 2020, the samples submitted to the University of Wisconsin's Veterinary Laboratory have incurred costs of $67,500. ODA is requesting a waiver of competitive selection for the $17,500 amount in excess of the Controlling Board threshold. The University of Wisconsin's Veterinary Laboratory was chosen because it had sufficient testing capacity and is the only lab available to meet a strict two-week turnaround time.
   
ODA has acquired a second testing machine (also from the University of Wisconsin) to help us mitigate the need for external laboratory support for CWD testing in the future. This machine will double the testing volume capacity of ODA, therefore ODA does anticipate using outside laboratory support for CWD in the future.

ODA - Animal Disease Diagnostic Laboratory utilized University of Wisconsin Veterinary Diagnostic Laboratory as a spillover lab to meet a strict 14 day turn-around-time. ODA has a capacity to test 145 samples a week. During the height of Ohio's hunting season ODNR was submitting 200-700 samples a week for CWD surveillance testing. For 2019, ODA planned for the previous year's testing submissions, but received more than 1000 samples than we originally anticipated from ODNR.
