REQUIRED EXPLANATION OF REQUEST
  The Department of Higher Education respectfully requests Controlling Board approval to transfer capital appropriation in the amount of $3,606,352.00 from Fund 7034, ALI C23529 (Workforce Based Training & Equipment), in FY18, to various appropriation line items in Fund 7034 to support collaboration between businesses and higher education through the Regionally Aligned Priorities in Delivering Skills (RAPIDS) program.  
  The purpose of the Workforce Based Training & Equipment line item is to support education and skill training of students and/or incumbent workers to meet the current and future talent needs of growing, emerging and high demand industries through investments in capital equipment and facilities. The proposed equipment purchases and facility improvements will directly impact the capacity and capability of the institutions to serve students and regional businesses. Eligible institutions are any degree granting state institutions of higher education including community colleges, universities and regional campuses.

The Department of Higher Education implemented the Regionally Aligned Priorities in Delivering Skills (RAPIDS) program to fund initiatives with regional collaboration between businesses and higher education. The goals of the program are to retain and expand existing businesses, attract new enterprises and further entrepreneurship. An emphasis of the RAPIDS program is to build regional strength in education and training delivery systems to develop and enhance critical workplace and career skills through levels of post-secondary education.

The state institution must be the lead on the proposal and own the equipment/facility. If the equipment/facility will be owned by a separate governmental or non-profit entity, the institution must enter into a joint use agreement with the entity. The Chancellor allocated up to a $974,026 to regions of the state based on the JobsOhio network and opportunities for economic and workforce benefits.

For an institution to receive an award, it demonstrated the active involvement of business and educational partnerships across the region to meet targeted occupations and skills. The partnerships are between multiple companies operating in Ohio and the institutions. Institutions also partnered with other Universities, Community Colleges, and Ohio Technical Centers in the region. Each region developed its own plans to address workforce needs and gaps.

The proposed funding is for Southwest, Southeast, Northwest and Northeast Ohio West (Cleveland area) for projects led by Bowling Green State University, Cincinnati State Technical & Community College, Cleveland State University, Cuyahoga Community College, Hocking College, Lorain County Community College, Miami University, North Central State College, Northwest State Community College, Ohio University, Owens Community College, Rhodes State College, Rio Grande Community College, Shawnee State University, Southern State Community College, Terra Community College, University of Cincinnati and the University of Toledo. The equipment and technology purchased by the Ohio Higher Education institutions will be used to train and up-skill current and future workers of Ohio and develop a talent pipeline that addresses the skill and workforce needs of Ohio's growing and high-demand business and industry.

The following ALI's names will change with from the previous program name,Non-credit Job Training, to the new program name, Workforce Based Training and Equipment with the approval of this request: C26070,C37805, C38311, C38018, C38210, C38818, C38109, and C26687.
