REQUIRED EXPLANATION OF REQUEST
  The Ohio Bureau of Workers Compensation respectfully requests Controlling Board approval of an agency-released competitive opportunity in the amount of $231,743.00 for FY20 from fund 8260, ALI 855609 (Safety and Hygiene) to purchase 38 high/low flow air sampling pumps (5-pack kits) from SKC Inc., Eighty Four, PA.  
  BWC's Division of Safety & Hygiene (DSH) provides a variety of programs, services and resources to help Ohio employers create a safe and healthy workplace. Our mission is to maintain a healthy, productive and competitive workforce in Ohio by preventing occupational accidents, injuries and illnesses. BWC's safety and health professionals throughout the state are available to help every Ohio employer in every industry reduce the risk of employee injury and illness.

BWC's industrial hygiene consultants help employers in all industries determine occupational exposures and reduce the risk of occupational illnesses due to environmental stressors, noise, and contact with or inhalation of chemicals, harmful dusts, fumes or vapors.

Air sampling - we can perform general area and personal breathing zone sampling to determine exposures to many types of airborne contaminants, compare the results to exposure guidelines, and provide advice on reducing exposures through engineering controls or personal protective equipment.

Recently on a regular basis, BWC safety and health consultants have been experiencing numerous failures with existing air sampling pumps at employer worksites. This equipment is vital to BWC's responsibility to test environments and promote safety in the workplace. The failures result in wasted travel time, inconvenience to the employer, and embarrassment to BWC. Air sampling pumps currently have an annual failure rate of approximately 20 percent. BWC has been attempting to repair the air pumps using new parts when available and used parts from equipment that is beyond repair. 190 air sampling pumps will be replaced at cost of $231,743.00. The new upgraded equipment is expected to have a lifespan of at least ten years. New pumps are necessary to allow consultants a to more efficiently and effectively provide service to Ohio employers.
 
  Additional appropriation for the air pumps was approved on Controlling Board Number BWC0100144, 2/10/2020.
