REQUIRED EXPLANATION OF REQUEST
  The Ohio Bureau of Workers' Compensation (BWC) respectfully requests Controlling Board approval to waive competitive selection in the amount of $322,400.00 from fund 7023, ALI 855409 (Administrative Services), for FY2021 to renew the contract with Hire CIO Inc., Powell Ohio, to provide IT consulting services in the area of IBM mainframe support engineer to support the BWC IBM mainframe environment.     
  This request provides the BWC Infrastructure and Operations Department with senior level expertise in the area of IBM mainframe technical support. BWC continues to utilize the IBM mainframe environment to support business-critical systems that perform actuarial ratemaking, electronic payments, fraud management, and claims document management. As this technology has aged, the availability of mainframe support engineers has greatly diminished. All but one of the BWC employees who performed these tasks in the past has retired. Efforts to fill vacancies in this area were unsuccessful. It has become necessary to rely upon contract staff to fill the gaps in this support team.

BWC is working to phase out its reliance upon the legacy platform, but additional initiatives in future fiscal years will be required to complete the task. Review of several of the mainframe applications are scheduled to take place in fiscal year 2021. From there, plans will be developed and executed to migrate these applications to another platform. Until then, contract staff provide the only practical means to ensure reliable continuity of service for BWC customers.

Bids were solicited for this role through the RFQ process with several State Term Schedule (STS) vendors attracting only two qualifying bids. In an attempt to fully utilize the RFQ process we again advertised the opportunity with no additional candidates offered. This consultant was selected from candidates offered by the STS suppliers.

The Department of Administrative Services will reimburse BWC for a portion of the cost of this contract, specifically when the contractors work benefits the states enterprise IT operations and not exclusively BWC operations.

2. Provide a brief history of the project or program being affected by the work of the contractor.
  BWC has used IBM mainframe computers to host many critical applications since 1991. In recent years, however, it became clear that more contemporary solutions provide greater effectiveness at a lower cost. The new BWC Core system, implemented in 2016, removed two major applications, Claims and Policy, from the mainframe environment. BWC plans to migrate the remaining applications in the future, but still must maintain current remaining mainframe applications.
3. Specify the deliverables of this contract or describe the scope of the services to be performed by renewing this contract.
The contractor will provide during FY21: senior-level technical support, programming, system administration and consultation services related to IBM mainframe system operations, storage, security management, teleprocessing, and support of third-party packages including upgrades, architectural design, implementation, performance tuning, and problem resolution. The contractor will also support web services, overall performance monitoring and troubleshooting of the production mainframe environment.
