REQUIRED EXPLANATION OF REQUEST
  Cuyahoga Community College respectfully requests Controlling Board approval to release capital appropriation in the amount of $190,000.00 from Fund 7034, ALI C37838 (Structural Concrete Repairs, Metropolitan Campus), in FY18, and an agency released competitive opportunity per R.C. 127.162 to amend the contract with Cold Harbor Building Co., Chardon, Ohio for Structural Concrete and Electrical Repairs, Metropolitan Campus, Cuyahoga County.  
  The Metropolitan Campus of Cuyahoga Community College is the College's oldest campus, with the original facilities dating back to 1963. This campus has an extensive underground parking structure below all the original buildings and the Plaza that provides pedestrian linkage to all the buildings entries. This concrete structure has experienced significant deterioration, despite our rigorous attempts to address repairs. Problems exist with the condition of the concrete decking, the concrete structure, the water tightness of the plaza, and its expansion joints. The parking garages located below the plaza utilizes a transite lay-in panel ceiling system that is deteriorating and will need to be replaced in the areas of work covered by this project.

At the April 10, 2017 Controlling Board Meeting, the Board approved the award of a construction contract to Cold Harbor Building Company in the amount of $8,400,000.00 to renovate the Northeast quadrant of the Metro Campus. In-scope demolition of the Plaza deck has uncovered significant structural deterioration of the underlying reinforced concrete members which is beyond the scope of repairs anticipated by the initial contract and which exceeds available contingency funding. Additionally, electrical service in the garage requires upgrade, including complete replacement of the antiquated main electrical panel, in order to support installation of the new fire suppression and associated controls system called for in the drawings and required to meet life safety code. This too represents an unforeseen condition beyond the scope of the contract and the available contingency funding.   Therefore, the College is requesting this increase in contingency for Cold Harbor Building Company to increase their scope of work to affect structural repairs to the Plaza Deck and to upgrade electrical service in the garage.

The project architect completed bid documents and the College advertised for bids. In accordance with the Ohio Revised Code 153.01 the College received the bids and the College Board of Trustees approved the award of a contract to the contractor in the project budget whose bid is the lowest responsive and responsible bid received.
