  Cuyahoga Community College respectfully requests Controlling Board approval to purchase 12.82 acres of real estate located at 24881 Rockwell Drive, Parcel Numbers 647-27-002 and 647-25-001 in the City of Euclid, Cuyahoga County in the amount of $1,900,000.00 for the relocation and expansion of the Transportation, Distribution and Logistics Academy.  
  The current Truck Driving Academy has been utilizing leased space for the last 10 years. The leased space does not allow for any program growth or expansion. Cuyahoga Community College will use separate bond issue funds to pay for the property purchase and renovation costs therefore, the College is not requesting any funds from the state. This transaction will not result in an increase in tuition, fees, or additional debt for the College or its students. By purchasing the property, the College will save approximately $3,000,000 over the course of ten years, which will be invested back into the property. Two appraisals were received to determine the fair market value of this property the acquisition price is exactly between the two appraisals.

Ohio is one of the top ten warehouse distribution centers in the nation, and at this time there is not a regionally recognized training provider that offers logistics, supply chain and warehousing training. The College's goal is to be a leader in Transportation, Distribution & Logistics Training. Partnerships and connections with organizations will create a direct pipeline of students for the anticipated job growth in this field. The Truck Driving Academy has approximately 200 students currently enrolled in their programs, including driver safety, transporting cargo safety, air brakes, combination vehicles, tank vehicles and hazardous materials.

Acquisition of this property will allow for program, training, and workforce growth. The new facility will provide the opportunity for expansion in the following program areas: transportation, logistics, supply chain, diesel tech, warehousing and distribution. The ability to expand programming will support anticipated growth in the transportation, distribution and logistics sectors. Amazon recently announced their plans to build new facilities in North Randall and the City of Euclid, and are expected to create 2,000 full-time jobs in the area. The program expansion is necessary to support ongoing hiring needs in Northeast Ohio.

The Transportation, Distribution & Logistics Academy will make for a viable resource aimed at training employees to work within Northeast Ohio and the developing Cleveland Port Authority area. The addition of program offerings will assist in developing a full range of programs inclusive of entry level training that can be designed within a progressive, stackable certificate.

The long-term financial plan includes increases to revenue while regulating expenditure increases. Revenue increases will be in the form of tuition from additional training programs and expansion of customized training opportunities for companies.

Multiple interior and exterior inspections were performed on the property. The College is confident in the condition of the building and the Department of Administrative Services Office of Real Estate and Planning concurs with the overall value of the property.

Neither eminent domain nor other legal action is involved in the acquisition of this property.
