  Cleveland State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $11,691,104.09 from Fund 7034, ALI C26072 (Fenn Hall Addition), in FY18, which includes an agency released competitive opportunity per ORC 127.162 for $10,533,104.09 to amend the contract with Gilbane Building company, Cleveland, Cuyahoga County, for the GMP contract price as Construction Manager at Risk for the Fenn Hall Addition Project - Phase II, in Cleveland, Cuyahoga County.  
  The Fenn Hall Addition project is underway to complete some renovations to the existing Fenn Hall, home of the Washkewicz College of Engineering and to construct a new 100,000 square foot state-of-the art addition in a space formerly occupied by the old Chester Building (built in the 1920's as a car dealership). The Chester Building was recently demolished to make way for the project. The addition will support the increasing success of Cleveland State's STEMM (Science-Technology-Engineering-Mathematics-Medicine) programs, primarily those in Engineering, and provide a positive impact on employment opportunities in the northeast Ohio region and beyond. The project is scheduled to be completed in two Phases. Phase I of the project is budgeted to cost $46.2M. Phase II to complete the shell out of an additional 40,000 square feet and is budgeted to cost $16.2M. Total project cost is $62.2M.

The collaborative $46.2M funding for Phase I of the project consists of $15.7M in gifts to the University, $5.0M from University bond funding, $17.1M appropriated by the State, and $8.4M from other University funds. Funding for Phase II of the project consists of $14.6M appropriated by the state and $1.6M from university funds.

Cleveland State University has commenced Phase I for the construction of the Fenn Hall Addition project which includes the demolition of an old existing building (Chester Hall) and the construction of a new 100,000 square foot addition, consisting of four stories and a basement. A total of 60,000 square feet of the addition was finished as part of Phase I of the project as of December 31, 2017. Phase II for the shell out of the remaining 40,000 square feet is about to commence. Phase II of the Fenn Hall project is estimated to be complete by December 31, 2018.

As a result of an agency released competitive opportunity, Gilbane Building company was selected as the Construction Manager at Risk for Phase II of the project. A release of the CMR fees of $706,458.00 plus pre-construction fees of $24,329.45 was previously requested and granted. This request is for the release of additional funds for the GMP contract amount of $10,533,104.09, plus construction contingency of $1,000,000.00, and local project administration fees of $158,000.00. The total contract amount including the GMP amount requested in this release is $11,691,104.09. The total amount of this request is summarized as follows:
