REQUIRED EXPLANATION OF REQUEST
  The Development Services Agency respectfully requests Controlling Board approval to release funds in the amount of $13,600,000 from Fund 6460, ALI 195638, (Low and Moderate Income Housing Programs), in FY18, for the Ohio Housing Finance Agency to administer the Housing Development Assistance Program (HDAP).  
  The Ohio Housing Finance Agency (OHFA), located in Columbus, provides access to financial resources for developing and managing quality, affordable housing across Ohio. The agency's programs serve first-time home buyers, renters, older adults, and other populations with special needs who otherwise might not be able to afford quality housing.

The Ohio Housing Trust Fund is funded with recording fees collected by the County Recorders' Offices and submitted to the State of Ohio through the County Auditors' Offices. Chapter 174 of the Ohio Revised Code directs the Development Services Agency to release Trust Fund dollars to OHFA to provide financial resources to organizations that will increase affordable housing stock in Ohio for low- and moderate-income people. These resources include financing and/or refinancing housing development projects to produce or develop safe, decent, and affordable housing in Ohio.

The Housing Development Assistance Program provides financing for eligible housing projects to expand, preserve, and improve the supply of safe, affordable housing for low-and moderate-income persons and households across Ohio. With Ohio Housing Trust Fund dollars, the Housing Development Assistance Program will provide financing for 1,252 rental housing development projects, benefiting approximately 3,255 people.

Each project is reviewed by the OHFA Board and goes through a competitive process before the best projects are chosen to receive funding. The OHFA Board is comprised of nine members appointed by the Governor and confirmed by the Senate. The Directors of Commerce and Development, or their designee, also serve on the OHFA Board.

For this appropriation, $13,000,000 will be used for projects and $600,000 for administration.
