REQUIRED EXPLANATION OF REQUEST
  The Development Services Agency respectfully requests Controlling Board approval to release funds in the amount of $5,500,000 from fund 6460, ALI 195638 (Low and Moderate Income Housing Trust), in FY18, to support housing assistance programs throughout Ohio.  
  The Housing Assistance Grant Program provides funding to help low-income homeowners repair their homes or install accessibility renovations so they can stay in their homes. The program promotes affordable housing opportunities and improves housing conditions through emergency home repair and limited down payment assistance for low- and moderate-income citizens.

The program provides funding, through a competitive process, to eligible nonprofit organizations to promote affordable housing opportunities and improve housing conditions for low-income families and individuals.

The Development Services Agency received 23 Housing Program applications requesting more than $6.08 million. Development conducted an in-depth application review, according to the program's rating criteria, consisting of program impact, need, innovation, targeting, organization history, staff experience, program feasibility, program coordination, project outcomes, and project completeness. The review determined that 22 applicants were above the threshold to be recommended for Ohio Housing Trust Fund funding.

As a result of the funding, an estimated 1,824 homes will be repaired in 59 Ohio counties, 18 households will be provided with Down Payment Assistance, and 20 households will receive housing counseling. Detailed information on the grant recipients and service areas are attached to this request.
