  The Development Services Agency respectfully requests Controlling Board approval to transfer appropriation in the amount of $8,240,419.00, in Fund 4Z60, ALI 195647 (Rural Industrial Park Loan), from FY20 to FY21, to utilize unobligated FY20 appropriations in order to finance Rural Industrial Park Loans in FY21.  
  The Rural Industrial Park Loan Program (RIPL) promotes economic development by providing low-interest direct loans to assist counties, municipalities, townships, non-profit organizations, port authorities, community improvement corporations, and private developers in financing the development and improvement of industrial parks and related off-site public infrastructure improvements in rural areas.

Funding was provided to launch this program again in HB 166, and the Development Services Agency opened applications in late 2019. Controlling Board has since approved the following Rural Industrial Park loans:

JBS Development, LLC (Galion, Ohio): $2,500,000
Lawrence Economic Development: $1,844,000
Lawrence Economic Development: $952,560
East Meigs County Community Improvement: $1,463,021

Interest is growing and Development anticipates many more projects in FY21 if the appropriation transfer is approved.
