REQUIRED EXPLANATION OF REQUEST
  The Department of Mental Health & Addiction Services respectfully requests Controlling Board approval to release capital funds in the amount of $210,000.00 from fund 7033, ALI C58001 (Community Assistance Projects) in FY18 for the state's share in project MH-1031, State Assistance for Community Behavioral Health Facilities for The Briermost Foundation, N. Royalton, Cuyahoga County, a partner agency of the Cuyahoga county Alcohol, Drug Addiction, and Mental Health Services Board.     
  Project MH-1031 is the purchase of a 2,856 sf. 8-bed, level II recovery residence. The home is situated on a 3 acre lot. Residents will have an on-site house manager, and the home will provide a substance free environment that is supportive of their recovery. Services such as health, psychiatric, substance use treatment, and recovery support meetings will be provided off-site. The programming will include on-site workforce development education and training. Extensive case management services will be available to residents, including assistance with education, food assistance, legal matters, service/volunteer work, and family reunification. The recovery residence will provide transportation to residents to attend meetings, keep medical appointments, and attend educational and training opportunities.

As a condition of state support for this project, The Briermost Foundation has committed to providing services at this location for a period of thirty (30) years. Upon approval of this request by the Controlling Board, and prior to disbursing any state funds to the applicant, OhioMHAS will further secure the state investment with a contract, 30-year forgivable mortgage, and note.
