  The Department Natural Resources, Division of Parks and Watercraft, respectfully requests Controlling Board approval to waive competitive selection in the not to exceed amount of $50,000.00 from Fund 5120, ALI 725605, State Parks Operations, to obtain fuel from Erie Island Petroleum, Put-In-Bay, Ottawa Co., for both operational and resale purposes.  
  The Division of Parks and Watercraft operates five state parks located within the islands of Lake Erie. These parks include Kelley's Island State Park, South Bass State Park, Oak Point State Park (SBI), Middle Bass Island State Park, and North Bass Island State Park. The access to these islands is limited to boat, ferry service, and airplanes.

Most of the supplies to operate each of these parks is provided through ferry service that runs from spring through the fall with some exceptions. The Division of Parks and Watercraft currently uses fuel purchased from Lake Erie Petroleum on South Bass Island State Park, Oak Point State Park, Middle Bass Island State Park, and Kelley's Island State Park. In the past, ODNR has not exceeded the $50,000 threshold for operation. However, in the spring of 2016, retail fuel was added to Middle Bass Island Marina to provide a service to the boaters which is provided through a 12,000 gallon tank.

This addition of resale fuel has significantly increased our need to purchase fuel on the islands. When fuel is purchased from a vendor that uses a tanker, there is a $1,500 service charge is assessed to the delivery because the tanker is the only vehicle allowed on the ferry and the ferry service has to run exclusive trips. This causes a significant increase in the cost of fuel especially when it can take up to three trips to fill our retail tank on Middle Bass Island alone. The most cost effective option is provided by Erie Island Petroleum since they use a barge for delivery. This allows us to fill our retail fuel tank in one trip, therefore ODNR saves the $1500 surge charge for each trip.

Erie Island Petroleum is the only vendor with a fuel barge large enough to supply petroleum to South and Middle Bass Islands' State Parks for their operational needs. Fuel will be supplied to marinas for resale needs and also ODNR's maintenance needs.
