REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Natural Resources, Division of Parks and Watercraft respectfully requests Controlling Board approval for an agency release of competitive opportunity in the amount of $226,685.00 in FY 2018, from fund 5120 State Parks Operations (ALI 725605) and 7086 Watercraft Operations (ALI 739401), to purchase rock and sand from VTF EXCAVATION LLC, for the creation of a recreational swimming and kayak area at West Beach, Grand Lake St. Mary's State Park, Auglaize County.  
  This vendor was selected based upon the lowest price of the four vendors responding to a request for pricing to complete this project.

Grand Lake St. Mary's State Park (GLSM) currently has no safe clean water areas for swimming for those visitors accessing the lake from land or from the water (by boat). GLSM state park traditionally had several boat swim areas located around the lake that provided boaters easy and safe access to the water for swimming. Visitors without a boat have had one option for beach swimming at west beach.

The current water quality problems are due to elevated microcystin levels in the lake, which discourage user contact with the water for health reasons. Advisories warning visitors of the dangers of coming in contact with lake water are presently posted around the lake. This improvement project will provide an eight acre, enclosed swimming and kayaking area to reduce microcystin levels and allow safe water contact for swimming and kayaking. Docks will be provided as a part of this project, so as to capture boaters who want to swim in protected water. The project is supported by local community leaders and the Lake Restoration Commission, a group of local stakeholders whom are also raising private donations to assist funding this project including purchase of water aeration units.

VTF Excavation will provide and haul 8,500 tons of large rip rap style rock and 2,600 tons of natural sand to the West Beach area of Grand Lake St. Mary's State Park. The Grand Lake state dredge crew will position the stone to create an inlet berm and grade the sand to develop an eight acre swimming and kayak recreation area. Once the rock berms are constructed under a nationwide 42 - US Army Corp of Engineers permit, nutrient rich sediment will be dredged from the enclosed eight acre recreation area by ODNR dredge crews. This sediment contains high amounts of phosphorus that directly feeds the algae that produces the toxins. Removal of this food source is paramount to the success of this project. The stone piers will protect the area from future siltation and will provide water quality improvement for recreational usage. Aeration and bubbler units (2) will also be installed to maintain water quality.
