  The Department of Natural Resources respectfully requests Controlling Board approval for an agency released competitive opportunity in the amount of $83,059.50 from fund 5180 ALI 725643 (Oil and Gas Regulation and Safety), in FY18, to purchase portable gas detectors from Premier Safety, Oakdale, PA.  
  The Division of Oil and Gas issued a request for quotes for portable gas detectors. Premier Safety submitted the lowest quote for these detectors. The Oil & Gas Laboratory in Cambridge, Ohio, owns and operates laboratory equipment manufactured and supported by Industrial Scientific. These new detectors will link into software at the Cambridge lab through docking stations located at each field office used for calibration of the detectors. Staff is trained in the maintenance and calibration of this brand of equipment. Calibration repair and maintenance of this gas detection equipment will be more cost effective to the Division since the laboratory personnel have been trained on this equipment, additional training will not be required. The current detectors being used by the Division are being phased out by the manufacturer are not cost effective to maintain and/or repair and have reached the end of the life cycle.

The Industrial Scientific Ventis Pro 4 gas detector is widely used in the Oil and Gas industry to monitor explosive and hazardous gases that may be emitted from Oil and Gas operations. This particular gas detector will monitor Methane, Oxygen, Carbon Monoxide, and Hydrogen Sulfide. These gases can be hazardous presenting life safety issues to ODNR inspection staff, oil & gas industry workers, and the general public. Accurate determination of gas concentrations is critical when investigating gas emissions that enter homes or other confined structures. At concentrations between 5 - 15% by volume, methane is explosive. If these gases are not detected in ample time, explosion, sickness and/or death can occur to division field staff, industry workers and the general public. In addition, these same detectors are used throughout the Oil and Gas industry. It is important that we utilize the same equipment to maintain consistency monitoring these gases and could share detectors in the event of a malfunction and/or emergency situation.
