REQUIRED EXPLANATION OF REQUEST
  The Department of Natural Resources respectfully requests Controlling Board approval to release capital appropriation in the amount of $450,000.00 from Fund 7035, ALI C725A0 (State Parks, Campgrounds, Lodges, Cabins) and $200,000.00 from Fund 7035, ALI C725R3 (State Park Renovations/Upgrades), in FY20, to construct an office for the Law Enforcement & Maintenance staff at Indian Lake State Park located in Lake View, Ohio in Logan County.  
  Located in west-central Ohio, 5,100-acre Indian Lake offers 530 boat docks and five boat launch ramps to access the lake. In addition, the campground has 395 electric and 43 full hookup sites, as well as shower houses with flush toilets, laundry facilities, and a camp commissary. In addition to boating and camping, the Park features two swimming beaches and six shelter houses for picnics and family gatherings. This very popular park requires active operations for Law Enforcement and Maintenance.

The new building will provide secure offices for the Law Enforcement staff, an office for the Maintenance Supervisor, a break room and restrooms for both the Law Enforcement and Maintenance staff, and a 3-bay storage garage for maintenance equipment and supplies.

The project involves the construction of a new building adjacent to the existing boat storage building. Major items of work include: selective site demolition, construction of a new 3,400 sq. ft. single story slab-on-grade wood frame metal building and foundation with three-door cold storage section and offices, new connection to Logan County storm and sanitary sewer, water and electrical services with the installation of new gas propane tanks and connections, and an allowance of $10,000.00 for communications. The project also includes concrete curb work and sidewalk, site paving, and restoration.

Completion date for all work under this project is 140 calendars days after the Notice to Proceed is issued or approximately August 24, 2020.

Three alternates are accepted as part of this project, 1. Repave the asphalt driveway from State Route 235, 2. Repave the parking area in front of the adjacent Boat Storage building, and 3. Install heaters in the storage garage.

The legal notice for bidding this project was advertised in the Bellfontaine Examiner beginning on January 18, 2020 and posted on Bid Express. A total of five (5) bids were received on February 11, 2020. The lowest responsive and responsible bidder for the project is NorthRose General Contracting, LLC of Carroll, Ohio located in Fairfield County who submitted a bid in the amount of $611,900.00 for the project, which includes a Base Bid of $578,000 and 3 Alternates totaling $33,900.00.

In addition to the accepted bid amount, a contingency in the amount of $38,100.00, is included in the total amount requested.
