The Department of Natural Resources respectfully requests Controlling Board approval to release capital appropriation in the amount of $130,476.50 from fund 7035, ALI C725J0 (Natural Areas and Preserves), in FY20, for improvements to various boardwalks at Clifton Gorge State Nature Preserve located in Yellow Springs, Ohio in Greene County.
This 268-acre preserve protects one of the most spectacular dolomite and limestone gorges in the state. Registered as a National Natural Landmark in 1968, Clifton Gorge encompasses a 2-mile stretch of the Little Miami State and National Scenic River, just east of John Bryan State Park. Geologically, it is an outstanding example of interglacial and post-glacial canyon cutting. At one point, the river funnels through a deep, narrow channel, which was apparently formed by the enlarging and connecting of a series of potholes in the resistant Silurian dolomite bedrock. In other sections of the gorge, cliff overhangs have broken off forming massive slump blocks scattered along the valley floor. The shaded, north-facing slopes provide a cool, moist environment for northern species including hemlock, red baneberry, Canada yew, arborvitae and mountain maple. This is one of the most spectacular sites in the state for viewing spring wildflowers including the rare snow trillium.

This project will renovate three existing bridges: the steel bridge, timber bridge and the overlook bridge. Work at the steel bridge will include two new steel channel diaphragms welded between existing beams, new timber railings on existing steel posts and decking improvements. Work at the timber bridge includes demolition and off-site disposal of the existing bridge and construction of a new replacement pressure treated timber bridge and railing. Lastly, the work at the overlook bridge will include removal and offsite disposal of all the existing timber and boardwalk segments, steps, posts and railings, and replacement with new boardwalk segments.

All work on the project is scheduled for completion by October 2020.

The legal notice for bidding this project was advertised in the Springfield News-Sun beginning on February 13, 2020 and posted on Bid Express. A total of five, (5) bids were received on March 5, 2020. The lowest responsive and responsible bidder for the project is J.L. Kuck General Contractors of Ludlow Falls, Ohio located in Miami County who submitted a bid in the amount of $118,615.00 for the project.

In addition to the accepted bid amount, a contingency in the amount of $11,861.50, is included in the total amount requested.

A complete bid tabulation for all bids received is attached to this request.

J.L. Kuck General Contractors has proposed a 35% EDGE participation through AKA Construction.
