REQUIRED EXPLANATION OF REQUEST
  The Department of Natural Resources respectfully requests Controlling Board approval to release capital funds in the amount of $1,386,822.00 from Fund 7026, ALI C725N7 (District Office Renovations), in FY20, which includes an agency released competitive opportunity to contract with Robertson Construction Services, Heath, OH, for Design Build with competitive GMP for preconstruction services in order to construct three new structures (Equipment Cover, production building and vehicle storage building) at the Zaleski State Forest located in Zaleski, Ohio in Vinton County.  
  The purpose of the contract is to provide vehicle storage, production space and an equipment cover for the Zaleski State Forest headquarters area to protect the Divisions investment in construction and fire fighting vehicles, wood processing equipment and provide space for the production of firewood for State Park campgrounds at the site. Zaleski State Forest is the second-largest state forest in the state, located primarily in Vinton County, with areas in Athens County as well. The 26,827-acre forest surrounds Lake Hope State Park in Vinton County, and extensively borders the Waterloo Wildlife Research Station in Athens County.

This project will construct a new cold storage building to protect expensive vehicles from deterioration in the elements. An additional structure will be constructed for the purpose of converting scraps from the sawmill operation to be made into firewood for State Park campgrounds. The final structure is being erected to cover permanent wood processing equipment adjacent to the sawmill operations.

Request for Qualifications were posted in Ohio Facilities Construction Commission (OFCC) website, formerly the Ohio Register, on January 27, 2020. Seven (7) firms submitted Statement of Qualifications on February 21, 2020. Three (3) were shortlisted to submit proposals in response to the Request for Proposal. Through the interview and selection process, Robertson Construction Services was selected based on the firm's best value score, offered value-added options, and quality of team to perform.

In addition, owner contingency in the amount of $106,435.70, is included in the total amount requested.

Robertson Construction Services has proposed a 5% EDGE participation through XYZ.

Two Division of Engineering staff and one Owner staff reviewed and scored each statement of qualifications and identified a short list of the most qualified firms, as shown on the attached list.
