  The Department of Natural Resources respectfully requests Controlling Board approval for an agency released competitive opportunity from Fund 5120, ALI 725605 (State Parks Operating), in FY20 in the amount of $500,000.00 to contract with The Righter Company, Inc., Columbus, OH, for Design Build preconstruction and construction services for the Mohican Cable Pedestrian Bridge project at Mohican State Park located in Loudonville, Ohio in Ashland County.  
  The purpose of the contract is to provide Design Build services for the Mohican Cable Pedestrian Bridge project at Mohican State Park.

Mohican State Park is centered on Clear Fork Gorge which was carved out over 14,000 years ago during the ice age. Glacial melt water carved the narrow gorge (approximately 1000 feet wide and 300 feet deep) into the native sandstone. The Gorge trail connected the top of the gorge at Gorge Overlook to the Hemlock Gorge trail below via a cable suspension bridge until a flood in 1969 destroyed it. While plans were found in the archives, the bridge was never restored. Remnants of the existing bridge remain on site to this day.

The intent of this project is to provide the Division of Parks & Watercraft with a new structure that will pay homage to the original bridge. The location of the new bridge will be coordinated between, the DB, Parks & Watercraft, Scenic River staff and the Division of Engineer. It is anticipated that the new location will be in close proximity of the original structure, while considering factors such as: environmental impact, permitting, budget, trail usage and length. Much like the original structure the new bridge will be a cable bridge design, approximately 100 feet to 140 feet in length (dependent on-site location) with an 18 inches walking platform. Stairs are anticipated to be constructed on the North side and a ramp using the natural topography is anticipated on the South side. Cable netting will provide stability and safety for visitors traversing the River.

The Clearfork- Mohican River is a State Scenic River, this will require coordination with local Scenic River staff and environmental agencies. We currently do not anticipate entering the River with any mechanical means, which will protect the River and negate the necessity for various environmental permits. The budget for the project is $500,000 which includes preconstruction services, Guaranteed Maximum Price (GMP) Amendments, Owner contingency and construction. It is anticipated that the final owner contingency will not exceed 10% of the construction budget. All applicable State of Ohio procurement and contracting processes will be followed.

The completion of this project will prove mission critical for the Division of Parks & Watercraft as this facility will continue to enhance the user experience at Mohican State Park.

Should this project not be completed, visitors and trail users of Mohican State Park will continue to not be able to observe the natural features of Clearfork Gorge nor will they be able to fully utilize the Parks complex trail system. This bridge and these trails have not been connected for over 50 years, if this project does not get completed it could be many years and countless generations before another opportunity presents itself.

Request for Qualifications were posted on the Ohio Facilities Construction Commission (OFCC) website on February 4, 2020.Three (3) firms submitted Statement of Qualifications on February 27, 2020. Two (2) firms were shortlisted to submit proposals in response to the Request for Proposal, the third firm submitted an incomplete Statement of Qualification. Through the interview and selection process, The Righter Company, Inc. was selected based on the firm's best value score, offered value-added options, and quality of team to perform.

The Righter Company, Inc. has proposed a minimum 5% EDGE participation through environmental consulting and material suppliers.
