REQUIRED EXPLANATION OF REQUEST
  The Department of Natural Resources respectfully requests Controlling Board approval of an agency-released competitive opportunity in the amount of $107,000.00 from Fund 3P30, ALI 725650 (Coastal Management-Federal), in FY20, to contract with KS Associates, Elyria, OH, to provide design services for the design and training program at Old Woman Creek State Nature Preserve & National Estuarine Research Reserve located in Huron, Ohio in Erie, County.  
  Professional services are being requested to provide a preliminary design and final design for a nature-based shoreline protection installation, and services are being solicited for the creation of a training course for nature-based shoreline protection methods to be located at Old Woman Creek. The Old Woman Creek State Nature Preserve & National Estuarine Research Reserve is located at 2514 Cleveland Road East, Huron, Ohio. The purpose of this project is to plan and develop a nature-based shoreline protection training program consisting of design guidelines, documents with specifications, training manuals, and a training program leading to certification for contractors and consultants.

Additionally, this project will involve the planning, development, and design of a nature-based shoreline protection installation to be located at Old Woman Creek and installed during the pilot training session. The selected firm would also oversee the construction of the pilot installation during the pilot training session to be located at Old Woman Creek (2514 Cleveland Road East, Huron, Ohio).

Request for Qualifications were posted on the OFCC Opportunities web page on January 17, 2020. Two (2) firms submitted Statement of Qualifications on February 13, 2020. Two (2) firms were shortlisted to submit proposals in response to the Request for Proposal. KS Associates was selected through a qualifications-based selection process.

KS Associates has proposed a 5% EDGE participation through TTL Associates who will provide geotechnical services.
