  The Department of Natural Resources respectfully requests Controlling Board approval of an agency released competitive opportunity in the amount of $17,670,560.43 to be combined with the agency released competitive opportunity of $15,000,000.00 previously approved on March 9, 2020, to contract with Corna Kokosing, Westerville, OH, for Construction Manager at Risk services, with competitive GMP for construction stages at Hocking Hills State Park located in Logan, Ohio in Hocking County.
  The Ohio Department of Natural Resources (ODNR) through the Division of Parks and Watercraft is responsible for the management of the Hocking Hills State Park in Hocking County. Hocking Hills State Park is the most popular state park in the state of Ohio with millions of visitors every year. The park is also among the top ten most popular parks nationally.

The site is located at 20020 State Route 664 S, Logan, Ohio 43138. The park's previous lodge, which opened in 1972, had been undergoing renovations when it was destroyed by fire in December 2016. The remains of the prior structure have been demolished and the site brought back up to a rough grade.

The purpose of this CMR contract is to provide Construction Manager at Risk services for the construction of the new Hocking Hills State Park Lodge. The CMR was selected through the OFCC's best value selection process. The CMR will oversee the construction of all site development activities, including utilities, on-site water storage for fire suppression, and a wastewater treatment plant. The CMR will oversee the construction of a new full-service dining lodge with guest rooms, conference rooms, and may also include both an indoor and outdoor pool.

Request for Qualifications were posted in the Ohio Register and the OFCC website on January 11, 2019. Six (6) firms submitted Statement of Qualifications on January 24, 2019. Three (3) were shortlisted to submit proposals in response to the Request for Proposal. Through the interview and selection process, Corna Kokosing was selected based on the firm's best value score, offered value-added options, and quality of team to perform.

ODNR will utilize these remaining construction dollars, combined with previously released capital dollars per the related controlling boards listed below, to negotiate GMPs for this project with Corna Kokosing. The anticipated phasing, including water supply, storage and associated piping in the first GMP scheduled for Spring 2020. The remaining GMP will be negotiated in late Spring/Summer 2020. These construction dollars were authorized in section 343.10 of Am. Sub. House Bill 166. These are the result of the settlement with the insurance company after the fire that destroyed the original lodge. This agency released competitive opportunity includes $16,448,337.44 in FY20 and $1,002,222.99 in FY21 and an anticipated $220,000 in FY22.

In addition, an owner contingency of $1,874,383.00 is being included in the total amount requested.

    The firm of Corna Kokosing was selected based on a combination of their experience and knowledge of the project and their pricing proposal in accordance with the ORC Section 9.334, Section 153:1-6-01 of the Ohio Administrative Code, and the standard operating procedures of the Ohio Facilities Construction Commission.

     Each of the proposals from the short-listed firms were evaluated by representatives of OFCC and the Owner. An interview was held to allow evaluators to ask questions about the proposal.
