REQUIRED EXPLANATION OF REQUEST
  The Department of Natural Resources respectfully requests Controlling Board approval to release capital funds in the amount of $1,976,112 from Fund 7035, ALI C725R3 (State Parks Renovations/Upgrades), $526,285.00 from Fund 7031, ALI C725N5 (Wastewater/Water System Upgrades), $2,436,291.86 from fund 7035, ALI C725N6 (Wastewater/Water Systems Upgrades), $561,569.00 from fund 7035, ALI C725A0 (State Park, Campgrounds, Lodges, Cabins), and $510,275.00 from fund 7026, ALI C725N7 (District Office Renovations) in FY20, which includes an agency released competitive opportunity to contract with TAM Construction, Inc., Athens, OH, for $965,275 and Beaver Excavating Co., Canton, OH, for $475,000 to provide investigative, design, and construction administration services for improvements at Hocking State Forest and Mosquito State Park, in Hocking and Trumbull counties. Additionally, we request a change of intent in the amount of $475,000 from CB #DNR0101804 to apply unused contingencies to the preconstruction and construction services at Mosquito State Park located in Cortland, OH in Trumbull County.  
  The release of these funds will provide funding for the following contracts: Great Lake Demolition, TAM Construction Inc., MWCD, Jim Santini Builder, Inc., Anderzack-Pitzen Construction, Inc., The Menji Group, LLC, and Unger Construction Ltd for construction improvements at Harrison, Van Buren, Paint Creek, Strouds Run, Jackson Lake, Middle Bass Island, Mohican, Beaver Creek, Hueston Woods, Cowan, and Pike Lake State Parks located across Ohio in Hancock, Fulton, Highland, Athens, Ottawa, Ashland, Richland, Columbiana, Muskingum, Clinton, Pike and Jackson Counties.

A Request for Qualifications was published on the OFCC Opportunities web page at http://ofcc.ohio.gov/Opportunities.aspx on December 14, 2018. Two representatives each of OFCC and the Owner reviewed each of the RFQ responses and developed a short list of the most qualified firms, as shown on the attached list. An RFP was then distributed to the shortlisted firms on February 2, 2019.
