REQUIRED EXPLANATION OF REQUEST
  The Department of Natural Resources respectfully requests Controlling Board approval for an agency released competitive opportunity in the amount of $1,500,000.00, to contract with TAM Construction, Inc., Athens, OH, for Design Build Services for the development of Phase 1 Shawnee Campground in Scioto County, and in the amount of $226,625.00 to contract with Feinknopf Macioce Schappa Architects, Columbus, OH, for Criteria Architect Services for the development of Phase II Shawnee Campground in Scioto County, from Fund 5120, ALI 725605 (State Park Operations).  
  Shawnee Campground is located in the Appalachian foothills near the banks of the Ohio River, 1,095-acre Shawnee State Park is nestled in the 63,000-acre Shawnee State Forest. Once the hunting grounds of the Shawnee Indians, the region is one of the most picturesque in the state, featuring erosion-carved valleys and wooded hills. The rugged beauty of the area has earned it the nickname "The Little Smokies."

Design/Build services for Phase 1 of the Shawnee new campground will include professional survey, design, permitting, tree removal, grading, road work, excavation, electrical, and plumbing work. Ohio Department of Natural Resources, Division of Parks and Watercraft is developing a modern campground area in the location of the former Shawnee State Park Golf Course to promote recreation. Full-service campsites will include individual utility hookups including electrical, water, and sanitary connections.

A Request for Qualifications was posted in Ohio Register #318 on 02/19/20. Six (6) firms submitted Statements of Qualifications on 03/13/2020. Three (3) were shortlisted to submit proposals in response to the Request for Proposal. TAM Construction, Inc. was selected through a best value-based selection process.

In addition, an Owner Contingency of $113,947.00 is include the amount requested.

TAM Construction, Inc. has proposed a 5% EDGE participation through Self Performed Work, Cardinal Precision Surveying and Resource International.
Phase 2 of the Shawnee new campground project will continue with the roadway, utility infrastructure, and full-service campsite pads to accommodate a total of approximately 100 sites. Utility development will include a new package wastewater treatment facility and necessary pumping stations. Other site improvements will include new restroom/showers within the proposed campground, new campground check-in office, renovations to the existing pro shop converting to retail, and a variety of other possible improvements depending on available project budget including a swimming pool, splash park, amphitheater/event pavilion, archery range, mini golf, bike paths, and fishing piers.

The purpose of this contract is to provide criteria documents for the Design/Build contract for construction of Phase 2 of the Shawnee Campgrounds, including infrastructure, full-service RV hookups, wastewater collection and treatment and roadway. Ohio Department of Natural Resources, Division of Parks and Watercraft is developing a modern campground area in the location of a former golf course to promote recreation. Full-service campsites include individual utility hookups including electrical, water, and sanitary connections.

The development of a complete Program of Requirements (POR) will be included as part of the C-A/E service as an Additional Service. This POR development will include review and validation of the campground planning to define/refine the anticipated programmatic scope. The POR effort should also accomplish a project scope that is prioritized to align with the project budget. Evaluation of the project construction schedule will also be a part of the POR stage.

Request for Qualifications were posted in Ohio Facilities Construction Commission (OFCC) website, formerly the Ohio Register, on March 30, 2020. Eleven (11) firms submitted Statement of Qualifications on April 14, 2020. Three (3) were shortlisted to submit proposals in response to the Request for Proposal. Through the interview and selection process, Feinknopf Macioce Schappa Architects was selected based on the firm's best value score, offered value-added options, and quality of team to perform.

Feinknopf Macioce Schappa Architects has proposed a 10.9% EDGE participation through Metro CD Engineering, LLC (4.77%) and Resource International, Inc. (6.16%).
