REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Health (ODH) respectfully requests Controlling Board approval for a waiver of competitive selection in the amount of $80,000 in FY18 and $60,179 in FY19, from various funds and ALI(s), to purchase software programs from the Claritas LLC, Ithaca, NY, for the Health Equity Program.  
  ODH wants to renew a license agreement with Claritas (formerly Nielsen) that will provide ODH with a greater access to consumer marketing data, mapping capabilities and analytic tools through the Segmentation Market Solutions (SMS) data system. The frequently updated, actionable information helps ODH to better profile priority audiences, identify methods to reach them, and implement relevant interventions to improve health outcomes. Claritas is an Ohio-based company headquartered in Cincinnati, Ohio.

Consumer marketing data helps to identify health disparities in relation to social determinants, and determine how best to target public health messaging. Claritas data-sets are recognized by the Centers for Disease Control and Prevention as valuable public health market research tools for use by state public health departments and are quickly becoming an industry standard. Several other state departments of public health are now using SMS software programs based on ODH's successful use of the product.

Claritas SMS software was instrumental in the following public health activities:

1. Identifying behaviors and lifestyle characteristics in census geographies with poor outcomes of low birth weight and prematurity for enhanced efforts to address disparities in infant mortality.
2. Identification of smoking behaviors and high expenditures of tobacco products in neighborhoods with a percentage of individuals who suffer from severe asthma.
3. Assistance to other state agencies on the development of specific communication strategies to reach families in high need school districts. Although high need school districts have similar challenges, they are comprised of different market segments, which requires different communication strategies.
4. Understanding the location and lifestyles of women who receive medical services to improve health outcomes and improve the value of healthcare dollars.
5. Assisted in helping with preparedness activities during the planning and implementation of the Republican National Convention in Cleveland, Ohio.

The licensed material is a unique deliverable from Claritas and unavailable from other sources because of Claritas's research methodology for producing consumer segmentation and demographic estimates and projections. One of these segmentation tools is PRIZM, a sophisticated lifestyle data system. While Claritas does maintain a group of value-added re-sellers, which may sub-license this data, such re-sellers are licensed only to include Claritas products as part of their own specialized products and services and may not license Claritas products exclusive of their value added services.

Public health surveillance and epidemiology data does not provide consumer segmentation data or the ability to map variables such as location of physical activity facilities, index rankings of various old and new broadcast/non-broadcast technologies, etc., that are relevant but different from typical public health information. State Public Health Departments increasingly have a need to better understand the motivations behind consumer behaviors and the environmental factors that influence health.

Although there are other market research companies, SMS Software is solely proprietary to Claritas and is a trademarked product. The PRIZM segmentation tool is only available through the Claritas Company. Claritas consumer buying and segmentation platforms are becoming an industry standard for public health.
