REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Health (ODH) respectfully requests Controlling Board approval to waive competitive selection in the amount of $231,314.50 for SFY18 and $231,314.50 for SFY19 from Fund 3890, ALI 440604 (Women, Infants, and Children) to purchase Microcuvettes and MeSoft Wipes from HemoCue America, Brea, CA, for the Women, Infants, and Children (WIC) Program.  
  The Ohio WIC Program, funded 100% through the USDA, provides supplemental nutritious foods to income eligible women, infants, and children in Ohio. The program also provides nutrition counseling, breastfeeding support and education, and referrals to other programs and agencies. Hemoglobin screening is one of the requirements for determining eligibility. [CFR 246.7 (e)(1)(i)(A)]   

Hemoglobin (level of iron in blood) is measured to monitor sufficient intake of iron. Inadequate/insufficient intake of iron results in anemia, which can cause fatigue and other problems. Clients below the normal level are considered high risk and are brought back to assure level improvement. In addition, if a WIC applicant is found to have a low hemoglobin level, they are nutritionally eligible for the WIC Program.

Lancets are used to prick the finger so that blood can be obtained for a sample. The microcuvettes are the slides used to collect the blood. They are then put into the Hemocue machine to measure hemoglobin (blood iron levels).

These supplies are required for the medical equipment already in place in WIC clinics statewide, which are used as part of the determination of WIC program eligibility. It is necessary for participants whose blood testing cannot be completed using the newer, non-invasive technology. Examples would include participants who have extremely long nails, are wearing metallic nail polish, have very cold fingers, or have trouble steadying their fingers. The program would be out of compliance with our federal funder if this purchase is not made.

HemoCue America is the only vendor that can supply this product and this is the only product that will work with our existing WIC clinic equipment.

ODH plans to use State Term Schedule (STS) 652 to make the purchase.
