REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Health (ODH) respectfully requests Controlling Board approval to waive competitive selection in the amount of $440,985 for SFY18 and $516,485 for SFY19 from Fund 3890, ALI 440604 (Women, Infants, and Children) to purchase sensor probes from Masimo Americas, Inc., Irvine, CA, for the Women, Infants, and Children (WIC) Program.  
  The Ohio WIC Program, funded 100% through USDA, provides supplemental nutritious foods to income eligible women, infants, and children in Ohio. The program also provides nutrition counseling, breastfeeding support and nutritional education, and referrals to other programs and agencies. Hemoglobin screening is one of the requirements for determining eligibility. [CFR 246.7 (e)(1)(i)(A)]   

The sensor probes are a non-invasive clamp, which goes around a finger. Using light rays, it measures hemoglobin (level of iron in blood). Hematological data is necessary to determine nutritional risk and eligibility for WIC benefits. The equipment used with these supplies are already in place in WIC clinics. ODH is requesting to replenish the supply of sensor probes based on project requests via an online survey. The Ohio WIC Program would be out of compliance with our federal funder if this purchase is not made. However, for those participants who have extremely long nails, are wearing metallic nail polish, have very cold fingers, or have trouble steadying their fingers, a blood draw would be needed.

Masimo is the sole provider of the sensor probes that work on their equipment. ODH plans to use State Term Schedule (STS) 662 to make the purchase.
