REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Health respectfully requests Controlling Board approval of an agency-released competitive opportunity in the amount of $32,137.80 from GRF, ALI 440483 (Infectious Disease Prevention and Control), for SFY20 to purchase BG Sentinel mosquito traps from Bio-Quip Products, Inc., Rancho Dominguez, CA, for the Zoonotic Disease Program.  
  The Zoonotic Disease Program works to prevent diseases transmitted by insects and animals to humans. This request is to purchase BG Sentinel mosquito traps. These traps have been recommended as the best traps to capture the Asian tiger mosquito (Aedes albopictus), which has been identified by the Centers for Disease Control and Prevention (CDC) as a vector of Zika virus as well as chikungunya virus and dengue virus. These traps will be used to identify Asian tiger mosquito populations and provide estimates of mosquito abundance. This will help to inform local mosquito control efforts.

This purchase request is for mosquito traps and other equipment that is needed to conduct statewide surveillance for West Nile Virus and other mosquito-borne diseases. If this purchase is not made, it would result in decreased quantity and quality of arboviral surveillance statewide, which could lead to increased human cases of potentially fatal arboviral diseases.

ODH works with approximately 70 local health agencies across the state every year to monitor mosquito populations and control the spread of disease. Many of these agencies are not able to acquire the necessary equipment on their own and have come to rely on the traps supplied by ODH.

Data derived from mosquito surveillance are primarily used to indicate estimated levels of risk. The indices derived from those data vary in information content, ability to be compared over time and space, and association with arbovirus transmission levels and levels of human risk. The indicators that are commonly used can be broadly divided into 1) immature stage (larvae and pupae) survey indices, 2) eggs per ovitrap per week, 3) female mosquitoes per sticky gravid trap per week, and 4) adult infection rates (IR).

ODH received three quotes from Clarke, John W Hock, and Bio Quip. Bio Quip was the only bidder that provided pricing for all the needed products and had the lowest price for items quoted by all parties.
