  Transportation, District 10, respectfully requests Controlling Board approval for a waiver of competitive selection in the amount of $28,000.00 in FY18 and $48,000.00 in FY19, from ALI 773431, Highway Maintenance-State in the Highway Operating Fund 7002 to lease a commercial building from Hardly Able LLC in Washington County to allow ODOT Washington County to continue uninterrupted operations for the traveling public.  
  ODOT is requesting to lease a commercial building to serve as temporary housing for Washington County Garage equipment and personnel while new construction is occurring at the current Washington County Garage location. It was determined that the most cost effective method was for ODOT to utilize existing state property where the current Washington County Garage is located and the new structures will be built in the same location as the current garage. ODOT must find a temporary location to stage operations for Washington County while demolition and new construction occur. The Hardly Able LLC company currently has an unoccupied facility-commercial building of sufficient square footage and utilities to house our operation during this time of transition, especially during the critical winter season to provide snow & ice operations for the safety of the traveling public. The lease is anticipated to start December 2017 and end June 2019.
