  The Department of Public Safety (DPS), Bureau of Motor Vehicles (BMV), respectfully requests Controlling Board approval to waive competitive selection in FY21 in the amount of $1,280,865.92 from fund 5TM0, ALI 762321 (Operating Expense - BMV) and $250,339.38 from fund 8490, ALI 762627 (Automated Title Processing Board), to renew the subscription services and membership dues with the American Association of Motor Vehicle Administrators (AAMVA), Arlington, Virginia.  
  AAMVA's quotes include $32,838 for Ohio's annual membership plus $1,448,367.30 for the many other services that AAMVA provides. The Controlling Board request includes an additional $50,000, for a total of $1,531,205.30, to allow for transactions that would have occurred in FY20 but have been delayed in part due to the closure of the Deputy Registrar locations on March 19th and extensions of deadlines for vehicle registration and driver license renewals.

Approval of this request will allow the BMV to continue to access services including the Commercial Driver License Information System (CDLIS), the Social Security Administration (SSA), and the National Motor Vehicle Information Titling System (NMVTIS). CDLIS serves as a clearinghouse and depository of information pertaining to the licensing and identification of operators of commercial motor vehicles and the disqualification of applicable individuals from operating commercial vehicles. Access to the AAMVA network also provides online verification of an individual's social security number for a driver license or identification card. During the online verification process, the SSA only verifies that the information submitted by the BMV does or does not match the SSA information. It does not disclose specific contents of its own data fields.

The Ohio Revised Code (ORC) includes provisions for the notation and maintenance of liens on vehicles through an electronic means. Title transactions submitted electronically by the lien holders, who have signed a participation agreement, will be paid via an electronic funds transfer process. After the transaction is processed, funds are pulled from the appropriate lien holders bank account and deposited into a central BMV bank account. The BMV then electronically distributes the funds each business day to a bank account of the county that performed the transaction. The BMV is using AAMVA's Information Exchange Services (IES) to accomplish this transfer of information. NMVTIS allows our state to verify the validity of titles prior to issuing new titles. This inhibits title fraud and auto theft by making it harder to title stolen vehicles. This system also keeps a history of all brands ever applied by any state to the vehicle.

  The Commercial Motor Vehicles Safety Act of 1986 directed the establishment of an information system. AAMVA was designated as the sole operator by the Federal Highway Administration. In October 2000, the BMV began to access SSA through AAMVA to verify a SSN for a driver license and ID cards. The ORC provides for a notation and maintenance of liens on vehicles through an electronic means. The federal Help America Vote Act of 2002 requires verification of SSN for a voter registration through AAMVA.

The BMV is able to utilize AAMVA network services for the purpose of obtaining access to CDLIS to determine if a person applying for a CDL license has restrictions or disqualifications, verify information about a vehicle title history, and verify a SSN for a driver license, ID card or voter registration. AAMVA's IES handles electronic lien transactions.
