REQUIRED EXPLANATION OF REQUEST
  The Department of Public Safety, Ohio Homeland Security (OHS), respectfully requests Controlling Board approval to waive competitive selection in the amount of $70,000 for FY21 from Fund 3GU0, Line Item 769631, to contract with Steven Rosta to act as the OHS Liaison Officer to the Ohio Association of Chiefs of Police (OACP).  
  This contract is fully funded by a federal grant received from the Federal Emergency Management Agency (FEMA). An OHS Liaison Officer is essential to OHS's operations to actively manage and enhance communication, information sharing, and cooperation between OHS and Ohio's local law enforcement. This is critical to OHS's mission to prevent terrorism and other security threats.

In addition to the liaison duties, Mr. Rosta would assist with the watch component in OHS's Statewide Terrorism Analysis & Crime Center (STACC), develop and conduct terrorism-related public education and outreach campaigns, work to establish or enhance mutual aid agreements between OHS and law enforcement or other security-related entities, and work on information sharing with organizations across all sectors.

  Since approximately 2012, an OHS Liaison Officer has served as a facilitator and conduit for information and intelligence sharing between local police agencies, officers, and intelligence units within OHS and promotes the common missions of both the Ohio Association of Chiefs of Police (OACP) and OHS for prevention and protection against crimes related to critical infrastructure and acts of terrorism. This contract is funded by a federal grant.

This contractor will act as the OHS Liaison Officer to the OACP, develop and implement information sharing initiatives between OHS and other law enforcement entities, and provide various intelligence services.
