  The Department of Public Safety, State Highway Patrol, respectfully requests Controlling Board approval to transfer cash in the amount of $3,021,218.00 from fund 5KM0, ALI 911614 (Controlling Board Emergency Purposes/Contingencies) to fund 8400, ALI 764617 (Security, Investigations, and Policing) in FY 20.  
  The nature of the Highway Patrol's responsibilities that are funded through Fund 8400 (as defined in ORC 5503.02 (E) and ORC 4501.11 (B)) create costs that fluctuate and can be difficult to predict. These responsibilities include the following: The undertaking of major criminal investigations that involve state property interests, performing off highway related duties, including the Ohio State Fair, and providing security for dignitaries, Capital Square, and other state property.

Fund 8400 has experienced a significant reduction in revenue due to the COVID-19 pandemic and the resultant closure of courts and has experienced a significant increase in expenses due to unanticipated special details. The fund will not have enough cash to cover the cost of payroll and maintenance expenses until revenues are restored and expenses return to anticipated levels.

This transfer will ensure the State Highway Patrol has the cash to cover payroll and maintenance expenses.

There are no other funding sources that could cover the payroll and associated maintenance expenses.

Revenue has decreased due to the COVID-19 pandemic leaving a cash balance which is insufficient to cover payroll cost. The transfer will ensure the State Highway Patrol has the cash to cover payroll and maintenance expenses.

c. How would these existing staff have been affected if these additional funds were not available?
Funding would not be available for uniform officers to provide security at state properties, dignitary protection, and respond to unforeseen security details.
