  The Department of Rehabilitation and Correction respectfully requests Controlling Board approval of an agency released competitive opportunity in the amount of $100,000.00 in FY18, and $185,000.00 in FY19, to purchase sink, shower, ice machine and water line filter connectors from Pall Corporation, Port Washington, New York, to prevent the spread of Legionella bacteria at the Franklin Medical Center (FMC).  
  FMC is a level 1 general population security level facility which provides comprehensive inpatient medical services to approximately 648 inmate patients. The facility also provides outpatient specialty care services to hundreds of inmates each week from various institutions.

Beginning in June 2017, FMC has experienced reports of several positive urine antigen test results for legionella in inmate patients who have been transported to Ohio State University Medical Center from FMC for treatment of various ailments. One method of water system treatment for Legionella is the installation and utilization of point-of-use water filters. The use of these filters was recommended by our contracted subject matter expert and approved by the Ohio Department of Health, The Centers for Disease Control, and the Columbus Health Department. All three of the above named governmental health organizations have instructed us to continue use of these filters until further notice. This request is for the continued purchase of water filters for the filtering of Legionella bacteria from the domestic water system at FMC.

This request is submitted in accordance with Section 127.162 of the Ohio Revised Code.
