REQUIRED EXPLANATION OF REQUEST
  The Department of Rehabilitation and Correction respectfully requests Controlling Board approval to release capital appropriation in the amount of $313,722.62 from fund 7027, ALI C50136 (General Building Renovation - Statewide), in FY18, and an agency released competitive opportunity in the amount of $282,220.00 to contract with McDaniel's Construction Corp Inc., Columbus, Franklin County, to provide General Contractor Construction Services for the Domestic Hot Water Tank and Backflow Preventers project at Franklin Medical Center, Columbus, Franklin County, OFCC project number DRC-17L004.  
  Project DRC-17L004 is a locally administered project and is currently at construction phase. The design phase was approved by Controlling Board DRC0101600, approved in April of 2017. This project consists of the replacement of two domestic hot water boilers and installing back-flow preventers on the combined domestic/fire suppression mains and the fire lines.

In compliance with Section 153.08 of the Ohio Revised Code and Section 153:1-8-01 of the Ohio Administrative Code, this project was competitively bid. Advertisements appeared in The Columbus Dispatch Newspaper. Bids for this project were also published through electronic means using the State's electronic bidding service. Bids were opened on January 5, 2018. One bid was received with McDaniel's Construction Corp Inc. submitting the lowest bid.

The proposed release will be distributed as follows:

Fields Associates contacted McDaniel's Construction to review their understanding of the scope of the project and confirm their confidence in the bid.
