  The Department of Rehabilitation and Correction respectfully requests Controlling Board approval to release capital funds in the amount of $967,664.11 from fund 7027, ALI C50101 (Community-Based Correctinl Fac-Statewide) in FY20, and an agency-released competitive opportunity to contract with R.W. Setterlin Building Company, Columbus, OH, for the construction of the ORV STAR Community Justice Center HVAC and Freezer Floor Replacement Project at the STAR Community Justice Center, Franklin Furnace, Ohio, Scioto County. Project DRC-19L123.  
  This capital funding request is for construction of the HVAC roof top unit. The frame and unit are in poor condition and are beyond their existing life span. A replacement unit will be purchased and installed, to include the connections of the duct work and connect to the existing controls.
In addition, STAR is also in need of a freezer floor replacement because when the ground below freezes, it causes the floor to elevate and become un-level. A temporary freezer will be installed outside the kitchen to accommodate operations during construction. New control wiring, emergency shut offs, and alarms will also be installed during the construction phase.

Project DRC-19L123 is a locally administered project and is currently in the construction phase. The design phase was previously approved on 12/16/2019 by Controlling Board item DRC0102095.

This project was competitively bid through the state's electronic bidding system at Advertisements appeared in the Portsmouth Daily Times for three consecutive weeks (March 17, 24, and 31, 2020). Two responses were received, with R.W. Setterlin Building Company submitting the lowest and most responsive bid.

Please release $967,664.11 to the following:

-$1,856.11 to OFCC (Supplier ID: SFC01)
