REQUIRED EXPLANATION OF REQUEST
  The Department of Rehabilitation and Correction respectfully requests Controlling Board approval to release capital funds in the amount of $1,101,640.00 from fund 7027, ALI C50105 (Water System/Plant Improvements - Statewide), in FY20, and an agency-released competitive opportunity to contract with MS Consultants, Inc, Columbus, OH, for design services for water and wastewater treatment plant upgrades at the Pickaway Correctional Institution (PCI), located in Orient, Ohio, Pickaway County. Project DRC-19F137.  
  Pickaway Correctional Institution (PCI) opened as a correctional facility in 1984 as a part of a large redevelopment of a former state hospital in Orient, Ohio just south of Columbus. Water and wastewater needs of the facility, neighboring Corrections Reception Center and Corrections Training Academy, and private customers have grown over the years and the operations have been challenged to comply with Ohio EPA regulations.

The project scope is expected to consist of the following:
-Upgrades to various equipment related to the wastewater treatment plant that have exceeded their life expectancy to bring the system into compliance with Ohio EPA requirements.
-New water plant & infrastructure to replace the original 1974 water plant
-Design is to consider the increased flow anticipated.

The development of a complete Program of Requirements (POR) will also be included as part of the Professional Design as an Additional Service. The development of the POR will include a comprehensive survey/field investigation of the existing water and wastewater systems in the affected buildings. The project scope will be evaluated, prioritized and defined to align with the project budget. Evaluation of the project construction schedule will also be a part of the POR stage.

The total project cost is anticipated to be $11,000,000. Construction costs are anticipated to be approximately $9,400,000.

A Request for Qualifications (RFQ) was published on the OFCC Opportunities web page at http://ofcc.ohio.gov/Opportunities.aspx on February 19, 2020, and notifications were emailed to every person registered to receive notifications of qualifications-based selection opportunities. The firm was selected based on its qualifications, experience, and project knowledge in compliance with the selection process required by R.C. Section 153.69, Administrative Code Section 153:1-1-01, and the standard procedures of the Ohio Facilities Construction Commission.

Please release $1,101,640.00 to following:
-$1,025,640.00 to MS Consultants Inc. (Supplier ID: 0000078736 Release & Permit # FCC450)
-$76,000.00 to OFCC (Supplier ID: SFC01)
