REQUIRED EXPLANATION OF REQUEST
  The Department of Rehabilitation and Correction respectfully requests Controlling Board approval for a waiver of competitive selection to contract with NBW, Inc, Cleveland, OH, in the not-to-exceed amount of $45,148.10, in FY20, from Fund GRF, ALI 501321 (Institutional Operations), to obtain emergency boiler repairs at Southern Ohio Correctional Facility, located in Lucasville, Ohio, Scioto County.  
  This operating request is for emergency repairs to a boiler located at Southern Ohio Correctional Facility that failed state inspection and has been shut down. This facility had two boilers installed in 1969. One of the boilers is down right now and if the other boiler fails, the institution will be without hot water for sanitary and hygiene needs of staff and inmates.

The repairs consist of the following:
- Repairing the defects in (x2) furnace D-Tubes in accordance with the National Board Inspection Code.
- Investigate and repair leaks on generation side wall in accordance with the National Board Inspection Code.
- Water jet approximately 750 tubes.

The Department of Rehabilitation and Correction received two bids from the only two certified vendors capable of performing the repair work in the midwest region. The project required a R-Stamp certified welder to do the needed repairs on the boiler. Geiger Brothers, Inc. and National Boiler Works, Inc. were the only two suppliers the agency could locate in the region that had R-Stamp welders on staff.
