REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Youth Services ODYS respectfully requests Controlling Board approval to transfer $5,212,230 from ALI C47023 to ALI C47022, in fund 7028, and to release capital appropriation in the amount of $5,212,230 from fund 7028, ALI C47022 in FY18, which include an agency release competitive opportunity in the amount of $499,152.00 to contract with K2M Design Inc., Cleveland, OH for renovations to the existing Circleville Juvenile Correctional Facility buildings.  
  The original scope of project C47023 was to construct twelve new housing units at the Circleville Juvenile Correctional Facility (CJCF), and demolish the six existing units. ODYS would like to repurpose the $5,212,230 currently appropriated in line C47023, Housing & Programming, Special Needs to ALI C47022, Building Additions- CJCF. The repurposed funds will be used for the refurbishment and repurposing of existing housing units at CJCF. The CJCF housing structures, originally scheduled to be demolished under the current capital project, are less than twenty-five years old. Considering the need for additional housing space, compounded by the relatively young age of the existing CJCF buildings, ODYS plans to refurbish the existing building with this funding. This request also asks for release of funds to K2M Design for architect design work in the amount of $499,152. OFCC will issue an open market bid for construction services.
