REQUIRED EXPLANATION OF REQUEST
  The Youth Services respectfully requests Controlling Board approval for a waiver of competitive selection in the amount of $65,181.60 from fund 3210, ALI 470601 (Education) in FY18, to amend the contract with Pickaway County Educational Services, Circleville, Ohio Ross County, for Services at Circleville Juvenile Correctional Facility.  
  The Department of Youth Services, Ralph Starkey High School is in need of a licensed substitute Intervention Specialist at the Circleville Juvenile Correctional facility. This specialist will conduct classwork during school hours within the correctional facility. Due to the difficulty of hiring educational staff at our correctional facility, Pickaway County Educational Services Center (ESC) helps provided needed services, requiring additional hours with this vendor. These services fulfill the role of case manager of students requiring annual reviews of (Individual Education Plans) IEPs. They will work directly for the Assistant Principal or Principal of the Facility. Pickaway County ESC will also collect data, observe and interview the student, collaborate with general education and special education teachers, and related service personnel. Pickaway County ESC will write the IEP and the PR-01 (Prior Written Notice to Parents) and hold IEP meetings with appropriate IEP team members. Other duties may include substitute teaching in the classrooms. This increase will continue services through the end of the fiscal year.
