  The Ohio Department of Education respectfully requests Controlling Board approval to increase appropriation authority in the amount of $2,000,000 in fund 3C50, ALI 200661 (Early Childhood Education) in FY20.  
  The increase will be used to pay subsidies to school districts to provide preschool education and services to children with disabilities. The program is funded by the U.S. Department of Education.

The Individuals with Disabilities Education Act (IDEA) Part B, Section 619 funds are preschool formula grants. The federal Individuals with Disabilities Education Act (IDEA) ensure a free and appropriate public education for all students with disabilities. The general principles include raising the expectations for children with disabilities, ensuring access and progress in the general curriculum, and strengthening the role of parents so that families have meaningful opportunities to participate in their child's education.

Approximately 75 percent of the federal award is provided to local schools and districts who are responsible for serving students with disabilities who are between the ages of 3 and 5. Funds are awarded to eligible traditional public-school districts, community schools, STEM schools, state supported schools (DYS, DRC, OSB, and OSD) and county boards of developmental disabilities. Funds are awarded, in part, based on enrollment and poverty.

Schools and districts who have received grant funding are drawing down funds at a rate faster than projected. Based on estimates, an additional $2,000,000 is needed to ensure that schools and districts can draw down funds and receive reimbursement for expenses incurred.

This request is not the result of an increase in the state's federal award, and does not provide additional federal grant funding to local school districts. The request is simply based on the timing of when schools will draw down federal awards. In any given state fiscal year, school districts have access to three different federal awards - sometimes making the ability to estimate appropriation needs more challenging.
