REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Education respectfully requests Controlling Board approval to increase appropriation authority in the amount of $2,000,000 in FY20 in Fund 3FE0, ALI 200669 (Striving Readers), to support Ohio's Striving Readers grant program and comprehensive literacy instruction and intervention programs.  
  In 2017, Ohio was awarded a $35 million federal grant, Striving Readers Comprehensive Literacy. The grant is used to provide financial support for a comprehensive literacy program to advance literacy skills - including pre-literacy skills, reading, and writing - for students from birth through grade 12, including limited-English-proficient student and students with disabilities. A majority of the funding (95%) goes out in subsidy payments to school districts who applied for the award.

Funds were awarded through a competitive process to schools and districts. A list of grant recipients is attached to this request. School districts who have received grant funding are drawing down more grant funding than was projected. Based on estimates, an additional $2 million is needed to ensure that schools and districts can draw down funds and receive reimbursement for expenses incurred.

This request is not the result of an increase in the federal award, and it will not result in additional grant funding to local school districts. The request is simply based on the timing of when schools will draw down federal awards. In any given state fiscal year, school districts have access to three different federal awards - sometimes making the ability to estimate appropriation needs more challenging.
