REQUIRED EXPLANATION OF REQUEST
  Hocking Technical College respectfully requests Controlling Board approval to release capital appropriation in the amount of $121,019.36 from Fund 7034, ALI C36325 (Workforce Based Training and Equipment) in FY20, and a waiver of competitive selection to purchase sole source HVAC training equipment from Buckeye Educational Systems, Lexington, OH, for the Workforce Based Training and Equipment - Regionally Aligned Priorities in Delivering Skills (RAPIDS) program in Nelsonville, Athens County.  
  The purpose of the Workforce Based Training & Equipment line item is to support education and skill training of students and/or Incumbent workers to meet the current and future talent needs of growing, emerging and high demand industries through investments in capital equipment and facilities. Hocking Technical College will use this equipment to train and up-skill current and future workers in Ohio's HVAC/R industry.

The HVAC/R Workforce Training Program (Program) is a project that is co-stewarded by Hocking Technical College, its affiliate consortium (the Southeast Ohio RAPIDS Equipment Consortium), and multiple industry partners. Its prime goal is to support a premier Construction Management - HVAC/R Associate Degree and Certification Program for training and improving skills in the heating, ventilation, air-conditioning and refrigeration industry. The secondary goal is to provide access to training for the existing workforce of the allied partners in established and emerging business sectors benefiting the local economy and workforce base.

The Program supports local-regional economic advancement and entrepreneurship through its provisions of innovative career development and new employment opportunities to traditional and non-traditional students. The Program compliments the existing Construction Management Programs in Carpentry and Electrical offering training in the full complement of residential and commercial construction and addressing the demands of a rapidly expanding job market in Southeast Ohio and beyond. The overarching goal of this collaboration is to give residents options when choosing a career, keeping current and future generations of workers in Southeast Ohio. The Program combines in-class hands-on training and workforce development with industry partners. The HVAC/R program is designed to equip students with requisite skills and appropriate industry-ready competencies in keeping with NCCER, National Center for Construction Education and Research standards. There is demand for trained HVAC/R installers and maintenance professionals both locally and regionally, as many employers are having difficulty replacing employees who are retiring or becoming entrepreneurs and starting their own ventures, the anticipated demand is at an all-time high to fill the gap. The investment in the training equipment will afford an opportunity to close the gap by new technicians and upskilling existing employees for our partners. Commitment from the industry partners will place students with employers early in the curriculum to reinforce the training they are receiving in the classroom and laboratory setting and that aligns with NCCER education training industry standards. HVAC/R equipment and resources will be located at the Hocking College campus in Nelsonville, Ohio.

Vendor Selection Process: Direct quotes were sought from multiple suppliers via direct contact and solicitation. The selected supplier is the only one that can provide the training equipment being purchased. (Sole source letter provided)
