REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Job and Family Services (ODJFS) respectfully requests Controlling Board approval to waive competitive selection in the amount of $57,960.00 from various funds and ALI(s) for FY18, to contract with Micro Focus, Inc., Palatine, Illinois, for the purchase of software support and maintenance.  
  Micro Focus Inc. owns a software product called Mainframe Express (MFE) Enterprise Edition. This product provides ODJFS's SETS developers and system testers with the most productive workstation-based environment for all aspects of mainframe application delivery, including code generation, analysis, development, extension, debugging and testing. Mainframe application delivery is much faster, yielding high availability and quality. By improving application turnaround time and removing the burden of maintenance tasks from the mainframe, IT costs on core infrastructure and software are greatly reduced, and mainframe power is refocused on running business critical production systems.

ODJFS purchased Micro Focus Mainframe Express Enterprise Edition software licenses in SFY 2006. This purchase was necessary as the SETS programming language, COBOL, was soon to be obsolete. ODJFS was required to move to a supported programming language, Enterprise COBOL. The PC application used at that time by the SETS programmers for testing of the system did not work with Enterprise COBOL. Therefore, ODJFS had to upgrade its testing application as well.

ODJFS asked the Gartner Group, a nationally recognized independent IT research and advisory company, for product recommendations. They provided three options - Computer Associates Realia II Workbench, IBM WebSphere Developer, and Micro Focus Mainframe Express Enterprise Edition. ODJFS evaluated two of these products (Computer Associates Realia II Workbench was also soon to be obsolete) and determined that Mainframe Express Enterprise Edition was the best product for the job.

ODJFS purchased software licenses for Mainframe Express Enterprise Edition from Micro Focus in SFY 2006 and has subsequently purchased yearly software maintenance and support. No other vendor can provide the maintenance and support for this proprietary product.

ODJFS will receive 67% federal reimbursement for this purchase.
