  The Ohio Department of Job and Family Services (ODJFS) respectfully requests Controlling Board approval to waive competitive selection in the amount of $25,360.50 in FY18 and $25,360.50 in FY19, from Fund 3970, ALI 600626 (Child Support-Federal) and Fund GRF, ALI 600420 (Child Support Programs) to amend a previously approved contract (JFS0100426, 5/22/2017) with Rhode Island, Department of Human Services/Office of Child Support, Providence, RI, for membership/access to the Child Support Lien Network (CSLN).  
  The State of Rhode Island and Providence Plantations (RI) established the Child Support Lien Network (CSLN) in 1999 under a 1998 Federal OCSE grant to extract data from each delinquent child support obligor file into one accessible, easy-to-use database for the purpose of asset matching, specifically intercepting insurance settlements owed to delinquent child support obligors. A supplemental 1999 Federal OCSE grant extended CSLN to four other New England states. The grant has expired, however states outside of New England may now join CSLN through the execution of this agreement with the State of RI as host state of the CSLN. Awarded the Best Practices Award in 2001, the CSLN program has grown to 31 states with 3.7 million cases owing more than $80 billion in past due support. Today over 1,500 insurers participate in CSLN resulting in over $140 million dollars collected annually.

2. Explain why the contract is being amended and the effect on the project or program.
Nationwide Mutual Insurance Company expanded its participation in CSLN to all state members in August, 2017. Ohio received 216 matches in the first three months compared to only 3 matches the entire previous fiscal year. Based on estimates, these additional matches have the potential to result in close to $1million in increased annual collections. This amendment is to support the increased number of matches.

States combine delinquent child support cases into the CSLN database. The database is matched daily with personal injury and workers compensation claims registered by insurers with the ISO ClaimSearch. CSLN performs quality assurance on the matched data and then alerts the member state. The state and / or CSLN provide follow up enforcement action with the insurer. Liens or withholding orders are issued to the insurer. Arrears are collected by the state from the insurer at time of settlement.
