REQUIRED EXPLANATION OF REQUEST
  The Ohio Department of Job and Family Services (ODJFS) respectfully requests Controlling Board approval for a waiver of competitive selection in the amount of $7,870,876.00 in FY21, from various funds and ALIs, to renew a contract with the Institute for Human Services, Columbus, Ohio, Franklin County to act as the State Training Coordinator for the Ohio Child Welfare Training Program.  
  These services are mandated by ORC 5103.35 and 5103.37.

Under this contract, the Institute for Human Services will serve as the State Training Coordinator (ORC Section 5103.35) for the Ohio Child Welfare Training Program (ORC Section 5103.30) to manage, coordinate, build on, and enhance Ohio's prior investments in its comprehensive, competency-based, family-centered, statewide in-service training program for child welfare caseworkers, casework supervisors, adoption assessors, prospective adoptive parents, prospective and current foster caregivers, and students enrolled in the University Partnership Program (ORC Section 5101.141).

Recognizing the critical need for consistent, standardized, in-service training for child welfare professionals, ODJFS, in collaboration with the Public Children Services Association of Ohio (PCSAO), initiated the Ohio Child Welfare Training Program (OCWTP) in late 1985. The program promotes the delivery of high-quality, family-centered services to caseworkers and casework supervisors who work with children and families that have experienced, or are at risk of experiencing, abuse, neglect, or dependency. The program provides competency-based training primarily to the public agency professionals, caregivers, and adoptive parents, either directly or through collaborations with other service providers. The OCWTP advocates for public policy and practice standards that reflect best child welfare practice. To this end, the PCSA directors direct a percentage of their federal IV-B and IV-E funding to support the OCWTP.   

ODJFS released a Request for Proposals (RFP) in April, 2013, for the purpose of contracting with an organization able to act as the State Training Coordinator for the OCWTP. The RFP was posted on the ODJFS and DAS websites and announcement letters were mailed to 40 potential vendors. One proposal was received from Institute for Human Services. That proposal was evaluated according to the criteria established in the RFP and was deemed to be qualified for award of a contract and submission to the Controlling Board. The RFP, attached, contemplated contract renewals through June 30, 2021 and this request is for the final year of the agreement. In addition, ODJFS plans to release a replacement RFP during the month of June 2020.

  The Ohio Child Welfare Training Program, mandated by law, promotes the delivery of high-quality, family-centered services to child welfare professionals. Training is provided to assist in their service delivery to children and families that have experienced, or are at risk of, abuse, neglect, or dependency. The program provides competency-based training primarily to Ohio public agency professionals, care givers, and adoptive parents, either directly or through collaborations with other service providers.
3. Specify the deliverables of this contract or describe the scope of the services to be performed by renewing this contract.
Manage, coordinate and evaluate the program's training develop curriculum, resources and products for training, provide fiscal management and technical assistance to regional training centers, employ and compensate training instructors, create individual training needs assessments, provide staff for the OCWTP steering committee, and conduct other activities necessary for the development, implementation and management of the program as specified in the contract.
